Dihlabeng Municipality “Ghost Worker” Sentenced for Fraud

Bloemfontein – The Bethlehem Magistrate’s Court has sentenced Reitumetse Moeng to three years’ imprisonment after finding her guilty of fraud linked to the so-called “ghost workers” scandal at Dihlabeng Local Municipality.

Moeng was arrested on 14 July 2025 following an investigation by the Directorate for Priority Crime Investigation, which uncovered municipal employees receiving salaries despite not reporting for duty.

A thorough investigation revealed that Moeng unlawfully received a monthly salary from the municipality between May 2021 and January 2022, despite not rendering any services.

She made several court appearances before the matter was postponed to 22 January 2026 for judgment.

On sentencing, the court imposed a three-year prison term, wholly suspended on condition that Moeng repays R84,598.22 to Dihlabeng Local Municipality.

Mangaung Metro Still Under Scrutiny

Meanwhile, the Hawks have yet to respond to questions regarding ongoing investigations into alleged ghost workers at Mangaung Metropolitan Municipality.

Individuals previously mentioned in connection with the matter include Jabu Mbalula, MEC for Community Safety, Roads and Transport; Sabelo Pitso, regional secretary of the African National Congress in Mangaung; and Dikololo Matsepe.

Arrests in relation to MMM will have undesirable consequences for many eyeing top positions in the upcoming regional and provincial conferences.
