NPA to decide on 165 Mangaung ghost workers case

Bloemfontein – The National Prosecuting Authority (NPA) is expected to announce a decision in the long-running 165 Mangaung Metropolitan Municipality ghost workers matter, following the completion of an investigation by the Hawks.

Hawks spokesperson Warrant Officer Fikiswa Matoti confirmed that the investigation has been finalised and that the matter is now before the NPA.

“Matter awaiting a decision by the National Prosecuting Authority.”

The investigation stems from reports first raised by former Mangaung Speaker Advocate Stefani Lockman-Naidoo, whose complaint prompted the municipality to conduct an internal investigation. The resulting 77-page report was issued on 15 April 2022.

Central to the allegations are claims that Jabu Mbalula, who had been appointed as Lockman-Naidoo’s Head of Department, never reported for duty in her office while continuing to receive a salary.

The report also mentions several other individuals, including Theo Mosala and Mokete Duma, whose roles in the ghost workers matter are detailed in the findings.

As the NPA considers its next step, this publication will unpack the contents of the 77-page report in a weekly series, examining the findings and the individuals named in the investigation.

Ironically, today marks one year since the high-profile media briefing by , after which several major corruption investigations gained momentum. With the Mangaung matter still awaiting a prosecutorial decision, some observers are questioning how much longer the process will take.

For Mbalula, this will not be the last visit by law enforcement as his alleged lobbying for Raubex and subsequent appoint after the meeting between Evodia Malebo, CFO and Advicate Mojalefa Molotsi DDG is another matter we have interest in.

We will apply for access to both BEC & BAC minutes to see which company was short changed for Raubex to be appointed and now the same CFO is the Director SCM, only in Free State.
