Bloemfontein – The testimony of Dr Somadoda Fikeni, chairperson of the Public Service Commission, at the Madlanga Commission on Friday is exactly what is happening in Free State Provincial Government, but his own office is captured.
Dr Fikeni, among others, spoke about interviews being conducted with candidates already decided on, as the panel would have been briefed.
Zongezile Zumane
As previously reported by this publication, the appointment of convicted criminal Zongezile Zumane was decided somewhere and panel members were allegedly lobbied to score him.
He did get the job despite having a criminal record because someone wanted him appointed.
Advocate Mojalefa Molotsi
This publication reported about his appointment three weeks before the advertisement closed, not after interviews, but before the closing date of applications.
The required qualification was Engineering, but the department went for Law. But why was he appointed? It will make sense in the story.
In the Internal Question Paper, Jabu Mbalula was asked about the appointment of Advocate Molotsi, and he said he had not been appointed.
Prior to joining CSR&T, Advocate Molotsi worked for RMTC.
While at RMTC, he was appointed by CSR&T in three disciplinary cases involving Norman Selai, Papi Masilo and Mohammed Ismail.
Selai and Masilo were dismissed, while Ismail was demoted. Was he not supposed to advice CSR&T?
Selai has just mopped the floor with the department in court after judges set aside his disciplinary hearing and declared all actions and decisions by erstwhile HOD Dr Masego Tshabalala to be unlawful.
It’s now three weeks since that judgment and contempt is loading……
Millicent Setai
She was appointed in the political office of the Premier in December 2024.
Two months later, Dr Solomon Phera appointed Setai as Acting Chief Director: Government Communication Services against Public Service Regulations.
Setai was later appointed Chief Director by Dr Phera, despite the panel he headed recommending Motale Sebego.
Dr Phera was later appointed Director General of the Free State Provincial Government, pipping Dr Moeketsi Mosola for the top job.
Dr Moeketsi Mosola
Having lost to Dr Phera for the Free State top administration job, he was appointed as acting MAP CEO of SEZ without the job being advertised, pocketing R2.2 million before being appointed acting CEO of FDC.
The wife of a PSC Commissioner is a board member of FDC and was appointed by Joyce “Pretenders” Mathae.
Only in Free State will an acting person be pointed to act in another position.
PSC in Free State knows about all these, but it’s compromised.
PSC is failing its mandate which is to “monitor”
Employees are abused and harassed at Human Settlements and they can’t even go to PSC because what would be the use?
Quotations from service providers are shared with other service providers to quote less and it’s nothing serious accirdibg to Premier.
