Bloemfontein – The Supreme Court of Appeal (SCA) has dealt another blow to Sibongile Tsoleli, a Member of the Mayoral Committee (MMC) for Corporate Services in Mangaung Metro after dismissing her application for special leave to appeal.
Tsoleli approached the SCA for special leave to appeal after Justices Daniso and Van Rhyn dismissed her appeal on 6 July 2026.
On 20 October 2026, the SCA dismissed her application, finding that the requirements for special leave to appeal had not been met.

The lengthy legal battle began in the Equality Court on 5 June 2025, when Judge Lawrence found Tsoleli guilty of hate speech and harassment.
The court ordered her to:
- Pay Lockman-Naidoo R50,000 in compensation.
- Tender an apology.
- Attend a race-related programme.
- Each party was ordered to pay its own legal costs at that stage.
Both subsequent appeals, in the High Court and the SCA, were dismissed with costs.
The dispute arose after Tsoleli shared WhatsApp messages she had received. Lockman-Naidoo argued that the messages were humiliating, a position supported by the courts.
Adding another layer to the controversy, Tsoleli reportedly claimed that she had received the messages from Theo Mosala.
While on Mangaung, Dr Igor Scheurkogel has urged residents to vote for DA to save Mangaung, Matjhabeng and Ngwathe.
