VIDEO | “The court found there was no forgery of the signature” – Mangaung Metro CFO on Boitumelo Moiloa saga

Staff reporter

Bloemfontein – The Mangaung Metropolitan Municipality’s handling of employee disciplinary matters continues to raise questions about its labour relations processes, particularly the length of suspensions and the status of disciplinary proceedings.

Over the past year, the municipality has reportedly been forced to reinstate Ramoshebi following an unfair dismissal.

Meanwhile, Qondile Khedama has been on special leave since 27 November 2025 amid allegations of harassment.

Boitumelo Moiloa

Another case raising questions is that of Boitumelo Moiloa, the municipality’s finance manager, who was served with a notice of intention to suspend on 22 March 2024 and subsequently suspended on 4 April 2024.

Her disciplinary proceedings remain ongoing.

This publication will examine Moiloa’s case in a four-part series, beginning with the charges against her and the circumstances surrounding the disputed payments.

The charges against Moiloa

Moiloa faces 13 disciplinary charges, comprising:

  • Three counts of fraud;
  • Three counts of corruption;
  • Three counts of bringing the municipality’s name into disrepute;
  • Three counts of negligence; and
  • One count of gross dishonesty.

The charges relate to two payments made to Maine Chartered Accountants (Pty) Ltd, reportedly totalling R2,215,004.00. The dispute subsequently went to court.

According to court papers in the possession of this publication, Maine Chartered Accountants performed the work for which it was contracted, while Moiloa, who was acting as general manager at the time, approved the payments.

Maine subsequently won its court case against Mangaung Metro, the National Prosecuting Authority (NPA) and the Special Investigating Unit (SIU).

The publication understands that the municipality’s chief financial officer, Zuziwe Thekiso told Parliament that Moiloa had not committed forgery

However, the disciplinary charges against her remain pending.

Meanwhile, Moiloa continues to incur legal costs from her own pocket as she seeks to have the charges withdrawn.

The central question is why the disciplinary proceedings remain unresolved and whether the municipality has adequately explained the continued pursuit of the charges.

This is part one of a four-part series examining the Moiloa disciplinary matter including every effort she took to have her matter resolved to no avail.

Nicolette Maysiels, acting spokesperson for Mangaung Metro didn’t respond to our questions at the time of publishing.
