Bloemfontein — Mangaung Metro Municipality has confirmed that it will implement the arbitration award ordering the reinstatement of former General Manager: Human Resource Management, Mr Ramoshebi.
A letter dated 11 August 2026, signed by City Manager Sello More, confirms that Ramoshebi is to return to his substantive position, which was subsequently merged with Human Resource Development.
The municipality says the arbitration award will be implemented without further pursuit of available legal recourse.
The decision has immediate consequences for the current occupant of the position, Pule Molalenyane, who was formally informed that he must cease signing documents under the title of GM: Human Resource Management and Development, as Ramoshebi has now been confirmed in the position in terms of the SALGBC award.
Molalenyane has been given five working days to respond to the municipality’s proposed interim utilisation arrangements and has been instructed to vacate his current office while alternative office arrangements are considered.
The letter further indicates that Molalenyane may be placed in another vacant General Manager position, subject to his qualifications and the municipality’s placement processes.
The latest development comes as the financial consequences of the long-running labour dispute are expected to reach approximately R2 million, raising fresh questions about the municipality’s handling of the matter and the decisions that allowed the dispute to escalate.
The municipality’s own correspondence now provides documentary confirmation that the award is being acted upon, meaning Ramoshebi’s return is no longer merely a possibility but part of an implementation process formally communicated by the City Manager.
The development could have significant financial and administrative implications for Mangaung Metro, particularly given the municipality’s existing financial pressures.
