Bloemfontein – The Mangaung Metropolitan Municipality is grappling with one crisis after another.
This follows the special leave of Qondile Khedama, General Manager for Communications, on 27 November 2025.
A source with intimate knowledge of the matter, who spoke on condition of anonymity, said both Khedama and the complainant are members of SAMWU.
“Both Cde Khedama and Mpho* are our members, and unfortunately, we have to represent both parties in this matter.
We are hopeful that this process will be expedited.”
Another source placed the blame squarely on the municipality.
“The municipality publicly stated that this matter had been addressed. However, a few weeks later, the same municipality placed Comrade Khedama on suspension over the very same matter they claimed was resolved.
He is now prejudiced. The City must produce the report that vindicated him and explain how they then made a U-turn.”
The question that needs to be answered is did the Municipality follow section 10 of Prevention and Elimination of harassment at work?
