Bloemfontein – The Maluti-A-Phofulong local municipality’s financial mismanagement has taken a new twist.
This according to a leaked-yet-to-be presented MPAC report.
Signed by Mandla Holley, the chairperson, the report starts by recommending the recovery of R70 000 from Executive Mayor for Municipal Manager’s job advertisement that was placed on Arena Holdings.

What followed was a recommendation to report R2.6 million tender to Special Investigation Unit (SIU) and HAWKS, this relates to a catering work awarded to HDM Catering Projects.
The report then delves into wrote offs, it recommended the council to write off irregular and wasteful expenditure of:
– 2014/15 R77 million
– 2015/16 R144 million
– 2016/17 R 265 million
– 2017/18 R152 million
– 2019/20 R491 million
– 2020/21 R129 million
– 2021/22 R233 million
– 2022/23 R363 million
– 2023/24 R 264 million
Total money MPAC wants to be written off: R2 billion
