Bethlehem – The spokesperson for Dihlabeng Local Municipality Tshediso Maitse has tried to spin the MPAC recommendation that Municipal Manager and Chief Financial Officer be hauled before disciplinary process.
This recommendation is contained in the MPAC and signed by chairperson councillor Twala on the 24 July 2026.

Among other recommendations are the municipal write office R850 million and criminal charges be opened against implicated officials.
“The Municipal Public Accounts Committee (MPAC) recommends that Council approve the write-off of the Fruitless and Wasteful Expenditure amounting to R55 553 939.59 incurred during the 2024/ 2025 financial year.”
Direct council to immediate institute formal disciplinary procedure and consequence management against the Accounting Officer and Chief Financial Officer for their statutory failure to implement strict internal control measures and prevent financial misconduct.”
This is contained in the signed off MPAC report.
Asked if Municipal Manager and Chief Financial Officer have been charged Maitse said there is no such finding by MPAC.
“There is no finding in the MPAC Report, nor by the Council, that warrants such sanctions.”
The Municipal Manager is Mohau Ntheli while the Chief Financial Officer is Raymond Provis.
