Bloemfontein – The embezzlement of R1 million and the unlawful allocation of graves in Dihlabeng Local Municipality show how cashiers can steal even from the dead.
This is according to a Section 80 report signed off on 7 November 2025, which is in the possession of STEPUPSANEWS.
The investigation was triggered by a handover report by A. Goliath, the former Acting Municipal Manager. The Supervisor for Cashiers was suspended but has since returned to work. She is allegedly married to one of the officials at the municipality.
Goliath said:
“An investigation related to the suspended Supervisor for Cashiers allegedly collaborating with employees working at the cemetery in Bethlehem who allegedly embezzled municipal funds through reverse transactions at cashiers at revenue and cemetery divisions is currently undertaken.
It is recommended appropriate steps be taken once the report is finalised.”
He recommended that immediate attention be given to:
“Conclusion of investigations at Revenue and Cemetery relating to reverse transactions.”
The investigation was completed, but the money has not been recovered, nor has the matter been reported to law enforcement.
What’s worse, the council has not seen the report and will read about it for the first time, like the rest of STEPUPSANEWS readers.
