Bloemfontein — The Free State Department of Human Settlements is accused of hiring personnel without following due processes.
This comes after an internal memo sent out in June showed the employment of Reatile Lekaota on a one-year contract starting on 1 June under the Housing Directorate, only for her to be moved to Communications within days.
To date, Lekaota struggles with basic tools of trade, such as a desktop or laptop, because her appointment is under Housing, while the acting Director is allegedly refusing to sign off on matters relating to Communications.
Lekaota was joined in Communications by Abram Dikana, following the transfer of permanent employees.
In simple English, two employees were transferred to create space for Lekaota and Dikana.
This is nothing new.
The Department of Agriculture previously came under scrutiny after hiring a Director: Legal Services while the position was reportedly not vacant.
In that process, over R1.8 millio went missing and a key witness in that criminal case has since passed.
The MEC at the Department of Agriculture at the time was Teboho “Sulky” Mokoena, who now heads Human Settlements.
Professor Somadoda Fikeni, chairperson of Public Service Commission should visit Free State and meet employees not politicians. He will be shocked.
Tshepiso Motsima, Chief Director: Corporate Services, did not respond to our questions.

In other news, Dr Motingoe, administrator at Ngwathe Local Municipality is in his way out and will be replaced.
Dr Motingoe was appointed after Afriforum’s court victory in which the council was dissolved.
