Bloemfontein – While Free State municipalities are clutching at straws when it comes to governance, compliance and service delivery, among other challenges, there is one man who seems to get things done without lifting a finger, yet he remains overlooked.
In the words of Peter Vusi Manzana, “To prove not all ducks are white, you just need one black duck.” Amos Goliath is a testament to that.
Goliath has changed the fortunes of every municipality to which he has been seconded, and he has done so within a very short period of time , achieving what many permanently appointed accounting officers struggle to do, as reflected in Auditor-General reports.
First, he was seconded to Maluti-A-Phofung Local Municipality, where he flagged irregularities in the appointment of the Municipal Manager and CFO.
The Constitutional Court vindicated him after Mxolisi Dukwana entered the chat room.
He was, for the second time, seconded to Maluti-A-Phofung by the incumbent MEC for COGTA. Among the many reasons provided, Mokoena said Goliath had:
- Saved millions by curbing overtime;
- Brought stability; and
- Ensured agreements were signed.
Yesterday, we published another story in which R1 million meant for graves was allegedly embezzled by cashiers at Dihlabeng Local Municipality.
Amos, take your flowers, sir. Your name will go down in history as the fixer.
In other news, Dr Solly Motingoe, administrator at Ngwathe Local Municipality has been shown the door as reported by this publication.
He has now been replaced by Advocate Robert Thupa.
