Bloemfontein – Auditor-General of South Africa, Tsakane Maluleke, has rescinded a decision to issue a certificate of debt against Mosa Masemene, a development that is likely to raise questions about accountability and oversight within auditing institutions.

On 1 October 2025, Maluleke informed Masemene of her intention to issue a certificate of debt amounting to R16 063 775 in relation to material irregularities linked to the Block G hostel project in Welkom.

However, eight months later, the Auditor-General’s office cleared Masemene of personal liability.
While Maluleke’s decision vindicates Masemene, it remains unclear who, if anyone, will now be held liable for the amount in question. The development has sparked questions about whether the Auditor-General’s Free State office may have unfairly targeted certain officials. It also raises fresh interest in alleged remarks a made by Mathae during an EXCO meeting.

Masemene remains the only official known to have successfully challenged Mathae and won a court battle over what was found to be an unlawful transfer. She also took Mathae to court in contempt proceedings, although it is not yet clear whether she has sought to recover her legal costs.
Masemene was eventually dismissed following a disciplinary process that arose after a Public Service Commission investigation led by Professor Brian Nakedi. Critics of the process have questioned its independence, pointing to the appointment of Nakedi’s wife to the Free State Development Corporation by Mathae.
Her disciplinary hearing was also marked by controversy after allegations emerged that the prosecutor in the matter had visited her during the proceedings.
While many South Africans are witnessing governance and accountability issues through the Madlanga Commission, some observers argue that similar concerns have long been playing out within provincial institutions.
AG and Health drama
There is a court case currently on trial at the Free State High court involving former Health management.
This after AG office in Free State misdirected itself after being asked to investigate possible fraud.
Instead of providing the complainant with the report, AG ran straight to SAPS.
When trial concludes we will publish all emails and reports between Health, AG and Hawks.

This is a developing story. A right of reply will be extended to the Auditor-General’s office, and it remains to be seen whether any consequences will follow for officials involved in the matter.
