Bloemfontein – The Free State Gambling, Liquor and Tourism Authority (FSGLTA) has recorded a whopping 112 cases of irregular expenditure, with “extension of contracts” and “three quotes not obtained” accounting for a significant chunk.

This is according to the FSGLTA’s financial statements in possession of this publication, raising serious governance concerns amid allegations of board members pocketing millions.

Irregular expenditure amounted to R7 810 915, resulting from a range of procurement irregularities.

All eyes on Labour Court

The authority lost its case against Solomon Magashule in the Labour Court on October 1 after Acting Judge Darren Ledden struck the matter off the roll.

While the FSGLTA is yet to reinstate Magashule, it remains unclear whether the authority intends to appeal the decision.

According to the same financial statements, MEC Ketso Makume has established an appeal committee aimed at reducing high legal costs.

“The authority operates in a highly litigious environment. The Authority is in the process of amending the Act to address shortcomings that cause litigation.

“In addition, the MEC of DEDT has established an appeal committee intended to reduce litigation.”

As if this were not enough, the FSGLTA is facing another legal battle with its former Risk and Fraud Manager, Banzi Tollie, after the authority allegedly failed to honour a settlement following his unlawful dismissal and subsequent legal victory.

Now, the authority is challenging the settlement reached.
