Bloemfontein – The Free State Gambling, Liquor and Tourism Authority (FSGLTA) is turning out to be a cash cow for board members.
This follows our story in which we reported how the Free State Premier’s spokesperson pocketed R3 million from the Tourism Authority despite working for Mangaung Metro at the time.

In the current financial statements, the very same Tourism Authority has government employees who do not claim board fees, yet Sikisi was paid.
The top earner is Jack Tladi, who pocketed R720 440 in 2025, broken down as follows:
Board fees| R346 500
Committee and other fees| R351 940
Cellphone allowance| R22 000
Total| R720 440

In 2026, Tladi is sitting on R541 500, broken down as follows:

Cellphone allowance| R22 000
Total| R539 500

While board members attend unending meetings, the Authority’s Labour Court bill is sitting at R16 million.
“The above relates to labour matters due to unfair dismissal and unfair labour practices. The entity had lost those cases from preliminary sittings; however, a review was requested.
“From past experience regarding labour matters, there is a probability that there will be the same fate, with the uncertainty on the amount of legal costs.”
Last year, NEHAWU protested outside the FSGLTA building, to no avail.
This board is a result of the ANC Provincial Conference held at Imvelo Safari Lodge.
FSGLTA promised to investigate how Sikisi was paid over R3 million while working for Mangaung Metro. We are still waiting. There are other board members who work for government and didn’t claim a cent.
