- Dear President Ramaphosa.
There is an obsolete Chapter 10 institution called the Public Service Commission (PSC). About 99.99% of South Africans have never heard of the PSC. The whole day, every week and every year the PSC wallow in the shadows of obscurity. This permanent Chapter 10 institution was supposed to be the watchdog of the public service by weeding out corruption, foster ethical leadership and ensure consequence management.
But The PSC do nothing. Hear nothing. Say nothing.
The Madlanga Commission has achieved in 10 months what the PSC failed to do 30yrs. One Commission of a few people outshined an entire permanent state apparatus with (a) 14 deadbeat Commissioners, (b) hundreds of staff, (c) a fat permanent budget of +R300 million and (d) plush airconditioned offices. Yes, the PSC has 14 well paid Commissioners that nobody knows about and what they do everyday.
Mr President, the Madlanga Commission must replace the PSC with the following parameters:
- Fire all the 14 politically connected Commisssioners and replace them with retired judges/Senior Advocates. Appoint Madlanga as the PSC head. Make it a culture to appoint a active/retired judge as the PSC head.
- Replicate the Madlanga-style enquiry into the 9 provinces to uncover the rot and deal with the grand corruption at broader level across the three spheres of government.
- The new PSC Commission must deal with all the disciplinary work of HODs/DGs/DDGs/Generals. And all disciplinary hearings must be televised live.
- The Commission must appoint all HODs/DGs/DDGs/Generals. And all interviews must be televised live.
- Build a new state-of-the-art prison to house corrupt public servants because, Mr President, the current system will be unable to house them all. Yes, build the Public Service Corruption Detention Centre (PSC-DC).
- Reinvest the ZAR billions forfeited via the Commisions work to fight the corruption battle.
Mr President, if my recommendations are implemented, South Africa’s public service shall be cured of the corruption cancer in less than 6yrs.
Stop wasting money and time on the current PSC. That Chapter 10 institution was still-born a long time ago. Plug&play the Madlanga Commision into the PSC and expand its mandate as per my recommendations.

Editorial: In Free State PSC went to self induced comma when shortly after Dr Henk Boshof left.
As things Free State Treasury has not implemented PSC report to correct the irregular appointment of Adre Botes.
Department of Education has failed to implement PSC report to discipline officials implicated in the irregular appointments.
PSC is yet to investigate Social Development irregular and unlawful transfers.
Worst of them all, Zongezile Zumane, a convicted criminal employed as CEO for hospital is not even investigated by PSC.
Health MEC’s appointments of matriculants into level 11 and 12 are also not investigated. How?
Currently Community Safety Roads and Trabsport and Human Settlements are busy abusing employees forcing them out and PSC is nowhere to be like seen a deadbeat dad.

Our government is a joke we never expected this when they came in the offices. They repeat the mistakes of the NP government.How dear you appoint a Cadre in a strategic position. On the issue of Dept of Education here in Kroonstad at Johan Slabbert, we don’t have a clinic and all other special schools in the province have the clinics. Our school is a special one and it has been like this for years years, can that be investigated please. Dr Chuta as an out going Director is milking the dept. I’m saying this as the chairperson of the SGB at Johan Slabbert School
