Bloemfontein – In a very unprecedented move that has been building over the past three months, Teboho “Sulky” Mokoena, MEC for COGTA and Human Settlements, has now turned his attention to Free State Premier, Joyce “Pretenders” Mathae.
This follows his rejection by Dibolelo Mance, MEC for Public Works and Infrastructure, in January after attempting to transfer John Matlakala.
STEPUPSANEWS can confirm that Mokoena, widely regarded as a de facto Premier, has since submitted secondment Matlakala to the Office of the Premier and it’s a matter of when Mathae signs it off.
Matlakala will become the second employee Mokoena has effectively offloaded to the Premier’s office, following the transfer of Khopotso Moahlodi in December 2024.
As things stand, Mokoena appears to discard those he no longer favours while positioning preferred individuals across departments at will.
This is viewed as building his “stomach infrastructure”.
At the Department of Agriculture and Rural Development (DARD), Mokoena attempted to transfer Teboho Musuane, Head of Legal, to Sport, Arts and Culture. When that failed, he appointed another Head of Legal, resulting in the department now having two individuals occupying the same role.
He further appointed at least five officials irregularly and, upon his move to COGTA and Human Settlements, brought them along with him.
Some of these individuals have been involved in facilitating fraud, yet to date, no visible action has been taken against them either by government or law enforcement.
Upon his appointment at COGTA and Human Settlements, Mokoena transferred Moahlodi to the Office of the Premier, Makepe to Health, and Nozie to Social Development.
He also appointed Edward Kotjomela as acting CFO just a month after his appointment as Director.
Additionally, disgruntled ANC members from Matjhabeng, Xhariep and Thabo Mofutsanyane were appointed as intervention officers, while their primary role is to mobilise support ahead of the provincial conference.
In other news, Ketso Makune, Deputy Chairperson of ANC was involved in an accident last night and no serious injuries reported.
