Bloemfontein – The appointment of ANC PEC member Zukile March to a position he did not qualify for by MEC Viceroy Mahlatsi, with an acting allowance of R24 114.00, goes against instructions issued by Free State Premier Joyce “Pretenders” Mathae.
MEC Viceroy Mahlatsi pushed March into the system in July 2024.
A submission to appoint him as Community Outreach Officer (salary level 11) was rejected.
Mathae made it clear that March does not meet the requirements. He should be placed between salary levels 5 and 7.
That should have been the end of it.
It wasn’t.
STEPUPSANEWS can confirm that March was appointed accordingly at salary level 7 and a plan was hatched.
However, the Department of Health later appointed him to act in the same position for which he does not meet the requirements.
The numbers tell their own story. March earns a basic salary of R31 913.25. On top of that, he pockets a R24 114.00 acting allowance, plus R7 035.00 for role-playing duties.
A rejected appointment.
A workaround.
More money.
March is not the only one whose appointment was declined by Mathae, only to later emerge on the other side smiling.
Rosemary Pooe, whom we reported on Monday, is another employee in Mahlatsi’s office whose appointment was flagged by Mathae yet somehow sailed through.
Our investigations are revealing far more than we initially anticipated.
Insiders say Binoni Dimpane and Thabo Makoala are at the centre of these appoints, the document to have Pooe and March approved as actors was prepared by Dimpane.
The route form was signed by TJ Mathalosa, MA Mofubedu and MW Fikizolo among others.
Fikozolo is the same DDG who halted posts after being instructed to do so by erstwhile MEC, Mathabo Leeto, why did he not stop these?
At some point Department of Health appointed a Dietician to act as Chief Directo: Infrastructure.
In weeks to come we will get into HR, and uproot all those responsible including those appointed in positions they didn’t qualify for. some within HR at Bophelo House do not have qualifications for positions they occupied.
The deeper we dig, the darker it gets.
This is not administration.
This is a crime scene.
