Bloemfontein – The Free State High Court has interdicted Monnapule Henry Ntamo from holding himself out as a law enforcement officer.
This follows a judgment handed on the 18 December 2025, by Judge Molitsoane, who ruled in favour of Interstate Bus Line (IBL) and ordered the MEC for Community Safety, Roads and Transport, Jabu Mbalula, to provide IBL with all annexures, including schedules attached to its approved operating licences.
These documents relate to additional authorities permitting charter services.
Judge Molotsoane further ordered:
-The Transport Operating Licence Administrative Body and the Free State Transport Operating Licence Board to accept IBL’s applications and to consider 80 applications within three days.
The ruling marks the second damning judgment involving the department, following a 2024 decision by Judge Loubser in favour of Freddy Kenny in the Lemo Park construction dispute.
At the time, Mbalula argued that the land on which the development was taking place belonged to his department.
On 5 July 2024, the Mangaung Metropolitan Municipality issued a notice to Lemo Mall, followed by a stop-and-demolition letter on 22 July 2024.
In the letter, the municipality stated:
“We hereby call upon you to immediately stop the construction works on Erf No. 5/2280, Mangaung, and confirm in writing on or before 23 July 2024 at 10h00 that you are proceeding with the demolition of the buildings already erected.
Your failure to comply with the contents of this letter will result in legal proceedings being instituted against you for the appropriate relief in the circumstances.”
Despite this, Lemo GreenPark continues to be used by government departments to this day, despite the building having been declared illegal by both the Department of Community Safety, Roads and Transport and the Mangaung Metropolitan Municipality.
