Bloemfontein – The Free State Premier, Joyce “Pretenders” Mathae has allegedly suspended Mosa Masemene, head of department at Human Settlements.
This followed a letter Mathae sent to both Masemene and Dibolelo Mahlatsi, MEC for Public Works and Infrastructure to explain their decision to reinstate Khaya Radebe as SCM Director and withdrawal of discipline hearing.
Radebe and Freddy Tlokwe are implicated in the R27 million judgment by Free State High court a judge Daniso who ordered the department to pay VNA Consulting.
Masemene’s troubles with Mathae started way back before she became Premier.
According to Masemene in court papers, in August 2024, said Mathae asked her to pay companies owed by women in Qwaqwa and she refused.
Masemene went further to say Teboho “Sulky” Mokoena, MEC for Human Settlements asked her to terminate a contract linked to a housing project and that was an instruction from Mathae, again she refused.
Both Mathae and Mokoena have not rebuked Masemene over what she said.
The suspension however, is not related to a Radebe saga but the Public Service Commission’s report.
Masemene is the first employee to be subjected to any PSC recommendations in the past 22 months.
In November 2022, a damning PSC report which implicated the Tate Makgoe, former MEC of Education and Cycil Ngwenya, a convicted criminal who works at Department of Education is still gathering dust.
The same report recommended Bob Tladi, acting DDG and five officials to be subjected to disciplinary proceedings, to date, nothing has been implemented.
Instead, Free State Education spent over R500 000 to get a legal opinion on PSC recommendations.
The other two PSC reports never implemented involve Adre Botes, CFO at Provincial Treasury and the now retired Motingoe, former director legal services at Department of Health.
Is Masemene targeted?
Insiders say Masemene has text messages from Mathae which could prove everything Patrick “The Butcher” Phuti accused her off.
In other news Mathae has appointed Dr Mafole Mokalobe as acting Director General till 31 August 2025.

This is a developing story.
