Bloemfontein – The much talked about transfers of Heads of Departments continue to raise hair as Masechaba Sesing, erstwhile Treasury Head has dragged four employees to Department of Health.
Sesing moved to Health on the 18 November 2024.
According to leaked emails sent by Bridget, this is Sesing’s team:
- Office Manager Ms. Bridgette Holeni
- Acting Chief Risk Officer Mr. Ghadile Boksy Mashibini
- Messenger Mr. Kobong Rasiile
- General Worker Ms. Rebecca Ncangisa
Mashinini is likely to be appointed as Deputy Director Risk, a vacant position at Health.
What happens to them when Sesing leaves & a new HoD comes in?
Sesing who joined Free State Provincial Government from Auditor General of South Africa and acted as HoD in 2021 till she was appointed permanently 2022, by Sefora Ntombela, former Premier.
She is in her second year of the her contract which ends on the 31 August 2027.
Our first engagement with Sesing was when we sent an inquiry about PPEs in 2021 and the department wanted to know who our sources were, from there we knew it was chaai.
We received a very cold communication from Tshidiso Mokokokoane, the spin doctor for Treasury. Sesing has recently suspended him before joining Health.
Sesing’s tenure at Treasury was clouded with suspension and transfer employees.
MACUFE LINKED SUSPENSIONS
Three officials suspended for Macufe BCT payment:
- Pakiso Lebone suspended on the 10th of October 2022 and the suspension was uplifted on the 27th of March 2023, and he was transferred to Chief Director Municipal Finance Management, and he won arbitration award on the 5th of November 2024 and the department was required to bring him back to his original post and to pay him a Solatium amounting to R106 000.00.
- Edward Kotjomela was also suspended on the 10th of October 2022, and brought back on the 27th of March 2023, and he was transferred to MFM and he was again suspended on the 22nd of August 2023 with allegedly fabricated offense that he undermined the HOD. He was later he was issued with the final written warning and brought back to work on the 5th of December 2023 after intervention by the ANC. He won an arbitration award on the 18th of September 2023 but to date he is still stuck at Municipal Finance Management
- Lekwa Mulutsi was the secretary in the office of the HOD, she was transferred to Messengers Service to supervise massagers

PUBLIC SERVICE COMMISSION
Sesing was found guilty by Public Service Commission for unlawfully intercepting a recruitment process.
The Public Service Commission recommended Sesing and other officials be subjected to disciplinary hearings, a move Sesing challenged in court and lost.
She has since appealed the court and judgment in the appeal is reserved.
In the same report, PSC cautioned Premier of usage of lawyers in personal matters of employees after Sesing hired Rampai Attorneys to represent her and other officials.
Rampai Attorneys tried to intimidate us after we sent questions to Treasury over investigations against Sesing and we politely told them the only way to interdict an article is to approach the court and show cause as to why the article should not be published.
Till today, we are still waiting for Rampai Attorneys.
PUBLIC PROTECTOR INVESTIGATION
Sesing is still under investigation by Public Protector over the alleged extension of Standard Bank contract.
SAICA
According to our last communication with SAICA which Sesing is part of, she was under investigation.
Initially, SAICA said Sesing was not their member, we proved to them that she was their member, and then they said they are investigating.
We learned the file or portfolio sent by Treasury to SAICA did not have certain documents which we have and we voluntarily sent the documents to SAICA.
ANC RALLY IN QWAQWA
According to sources with intimate knowledge, all HODs were expected to attend the rally and Sesing didn’t attend, she protected the public purse hence her transfer to Health.
Her move, was allegedly pushed by the ANC but we will come back to this later.
Next week we look into motives behind transfers of: Mosa Masemene, Enerst Mohlahlo, Godfrey Mahlatsi, Dr Takisi Masiteng and Advocate Tumelo Phahlo.
We will delve into what the future looks like for Steve Tshabalala, Advocate Tsoarelo Malakoane, Dr Mbulelo Nokwequ, Sugar Ramakarane and Dr Masego Tshabala.
In other news, one of the employees implicated in the PSC report, Tshepo Mabilo is heading to Department of Agriculture and Rural Development from the 2 December 2024, as acting HoD when the acting of the incumbent Nontokozo Ramabenyane ends.
Ramabenyane was appointed on the 18 November 2024 by Jabu Mbalula, the acting Premier according to the appointment letter in our possession.
