Mangaung Metro suspends HOD while Deputy Executive Mayor assaults MMC

The Mangaung Metropolitan is yet again in the spot light, this time as a brawl involving Mapaseka Nkoana, Deputy Executive Mayor and Motshewa Tladi, MMC for Social Services on Thursday, 31 March 2022. 

According to sources three independent sources the Deputy Executive Mayor arrived hours late to the council seating and her reasons were she attended a funeral.

The alleged altercation happened during the council break before the council could go into committee while councillors were having water. 

Its alleged after the verbal altercation Nkoane who is also the chairperson of the African National Congress Womens League got physical with Tladi and were separated by Lulama Titi-Odili. 

In Port Elizabeth, Andile Lungisa was sentenced for throwing a glass jar at another councillor during a brawl and sent to prison, clearly our politicians don’t learn. 

in the same council meeting, David Nkaiseng, the HOD for Corporate Service was put on pre-cautionery suspension following a notice sent on the 17 March 2022 by Mzi Nkungwana, acting City Manager. 

“The municipal council meeting held on Tuesday, 15th March 2022, received a report regarding allegations within the scope of your responsibilities and there is reasonable cause to believe that an act of misconduct has been committed by your self as the HOD for Corporate Services,’reads the letter.

The letter does not give any reasons why the HOD should be placed on precautionery suspension and in his response David Nkaiseng highlights this in his response dated 24 march 2022. 

“Your notice has not afforded me with any reasons why the council believes that should be placed on precauionery suspension. 

The absence of the reasons furnished, why the council believes that the pre-cautionary suspension is necessary, curtails my ability to respond specifically to those reasons if any.

In any event, i believe that my presence at all times has been and will be without endangerment to the safety of employees and interference with any lawful investigative processes.

In conclusion Nkaiseng throws he rule book back at Nkungwana.

“My failure to address or deal with any matter that i have not raised or may have raised with the municipality in the past or future relating to the report(s) submitted to council, should not be taken to admit the legality or lawfulness of resolutions, processes leading to the notice of precautionary suspension and investigation against me.”

Sources privy to the situation say Nkaiseng is suspended for payment of over 100 ghost workers.

Mapaseka Nkoane, Deputy Executive Mayor said they may have heated debate but it was not physical.

“Let me categorically put it clear that there was no physical contact either from honorable MMC Tladi nor from me, yes debates sometimes do become heated but also you need to understand that council itself is dynamic platform like parliament and views are expressed differently but within the rules of debate and council.”

Asked if she would apologize to MMC Tladi she said.

“Yes maybe in the heated debate strong words migh have been exchanged but if for reason I have offended her I would apologize.”
