Ghost Workers report show systematic disregard of processes in Mangaung Metro

Bloemfontein – The Mangaung Metropolitan Municipality’s investigation into appointments of staff in political offices has exposed how the ANC abused state resources for political gain.

This followed alarm bells sent out by Advocate Stefanie Lockman-Naidoo, erstwhile speaker of Mangaung Metro after discovering her office has a total of 52 employees on her payroll but she had never seen any of them.

While Lockman-Naidoo was waiting for answers on the 52, the numbers increased to 64. 

According to the submission signed on the 24 January 2022, only 119 names appeared including that of Jabu Mbalula, Sabelo Pitso, Mpho Sikisi, Comfort Tsitsi, Dikololo Matsepe,and  Bathabile Madela among others.

The 165 Ghost Workers cost the Municipality R9 million in two months. 

Among those Lockman-Naidoo sent email regarding the additional staff on the 14 January 2022 is: 

  • Mxolisi Siyonzana, former Executive Mayor 
  • Theo Mosala, MMC Corporate Services 
  • Vimile Nikelo, Chief Whip
  • Sello More, former Acting City Manager

Hardly two months later, the council resolved to investigate the “irregular appointments” and only after Mzi Nkungwana was appointed as acting City Manager the investigation commenced. 

Matlho Attorneys submitted the report on the 14 April 2022 to date, just like the IPTN and Zoo report, no one held accountable. 

Former COGTA Head of Department Mokete Duma, who is now employed by the municipality is also implicated having instructed Nkadimeng to pay.

Greg Nthatisi, said the information is pubic when we asked how much has the city spent on all three reports and if any one has ever been held responsible. 

Interestingly, the Office of Executive Mayor has a spokesperson although no such provision exists in the gazette.
