Bloemfontein – The prosecutor who asked chairperson to dismiss Masemene has come under fire for unethical conduct.
This follows our breaking news yesterday of State Attorney’s, Advocate Baloyi-Mere finding Mosa Masemene, Head of Department at Public Works and Infrastructure guilty of three charges she faced.
In the story, sources close to Masemene alleged Advocate Lawrance Manye, prosecutor on the matter told them there was no case against her.
STEPUPSANEWS can confirm Manye called and texted Masemene between 17 October and 3 November 2025.
In one of the text Manye asked Masemene if she available for a quick conversation and 10 minutes later Masemene called him and the call took 30 minutes.
At this moment we don’t know what they were discussing for whole 30 minutes, only if LG Dumisani Khumalo would help us with his resources at Crime Intelligence.
Manye sent Masemene another asking for her email address and she responded a minute later providing her email address.

Later, Masemene sent Manye her physical address and again, at this stage, it is not clear if why she sent him her physical address and whether he came.

On Monday, Manye forwarded Masemene a text from Advocate Baloyi-Mere, chairperson of the disciplinary hearing.

Strangely, the judgment was finalised on Friday, 31 October 2025, so what was Mere crossing and dotting on Monday?
Advocate Lawrance, prosecutor did not respond to our questions, instead he said:
“Whoever you are I believe you know where I am found.“
Below are questions we sent:
- Can you confirm if you indeed called, texted and visited her home?
- What was the purpose?
- If you needed to engage her why not reach out to her legal team?
- It’s also alleged you told her there is no case against her and also other people close to her. Is this true?
- Is this normal and ethical?
