Bloemfontein – Dr Masego Tshabalala, head of department at Community Safety, Roads and Transport has taken some tough but questionable decisions since her appointment.
Tshabalala who was a Chief Director: EPWP at Public Works and Infrastructure (PW&I) was appointed acting HOD by Sefora “Halalaaa” Ntombela, erstwhile Premier in 2022 and got appointed permanently by Mxolisi Dukwana a year later.
Since her appointment, Tshabalala started on a wrong foot when together with Joyce “Pretenders” Mathae, then MEC called about 25 contractors to a meeting only for Mathae to threaten them with termination if they didn’t plough back.
Contractors were asked to plough back in front of Tshabalala by Mathae. Let that sink in.
What followed was dismissal of Setsumi Theletsane who on review, won his case and Tshabalala was forced to reinstate him.
Tshabalala then dismissed Rantele Msinto twice, 16 May and 6 June 2023, just like Theletsane, he won at the bargaining council and the department failed to reinstate him and he took them to labour court. Judgment is reserved. Story below.
She then transferred staff unilaterally, Thembi Mohai took her on and won at Public Service Commission (PSC) but as we all know, PSC only acts when you are Masetjhaba Sesing or Mosa Masemene.
PSC recommended reinstatement of Mohai by Jabu Mbalula, MEC on the 2 August 2024.
Mbalula was given 60 days to implement the report and nothing was done and the same PSC that rushed to write to Mathae to implement its recommendations against Sesing and Masemene looked the other way.
How PSC currently operates, one can only conclude its in bed with FSPG.
In March/April 2024, Tshabalala as the accounting officer, transferred Justice Molisana, Director: SCM to Fleet only to return a month later.
NEW BEGINNINGS PROJECTS
A legal opinion by Advocate Mojalefa Monyane, former Director: Legsl Services advised the department against the appointment of New Begginings Project, the department went ahead to appoint it.
Advocate Mojalefa has since been transferred to Social Development.

Tshabalala suspended Muhammed Ismail on the 15 August 2022, about 800 days ago over his failure to report crime to the police.
It took this publication a single phone call to SAPS to check who opened the case and SAPS confirmed Ismail did and is a state witness.
Tshabalala suspended Ismail a day after the Hawks wrote to her asking for documents relating to the sales of the cars.

She could have easily asked then.
Today, is still suspended and on full pay and the chairperson of the D.C is none other than Dr Solomon Phera, acting Director General of Free State Provincial Government.
This is the same acting DG whom under his watch, the Premier’s office transfered Kgopotso Moahlodi to a position occupied by Sello Martins.
At the time of her transfer in December 2024, the position was not vacant as required and office of the Premier had two CFOs for two months.
Doctorate is starting to be as useless as (p) in psychology because even a layman can do better.
For Tshabalala, she still has bargaining council and court applications coming for Masilo and Selai’s unfair dismissals.
