Legal head at the centre of R269 million tender shipped out to Social Dev

Bloemfontein – Mojalefa Monyane, acting Director of Legal Services at the centre of the controversial R269 million tender has been shipped to Department of Social Development amid investigations by the Hawks.

Monyane has been transferred from Community Safety, Roads, and Transport to Social Development with effect from 1 August 2025.

The timing of his transfer does not only raise eyebrows with the Hawks likely to ask him about his legal opinion but also speak of the brazen transfers of staff at the department.

Monyane’s legal opinion in the adjudication and evaluation of PR&T/BID14/2022/23 stated in black and white that New Beginnings Project was not responsive to the bid.

Despite the legal opinion, the department went ahead to appoint New Beginnings Project only to terminate the contract citing failure by the contractor but that is being challenged in court.

Apart from New Beginnings Project contract being terminated, there were two other panel tenders that were terminated since Joyce “Pretenders” Mathae, Free State Premier took over as MEC for Community Safety, Roads, and Transport in 2023 and at least three companies have taken the department to court.

The below tender was also cancelled.

Reasons for the cancellations acoordibg to the department “material irregularities”.

These cancellations happened after Mathae told contractors their contracts will be terminated if they did not plough back. In that meeting, Dr Masego Tshabalala, head of department was present and if the Hawks really want to nip this in the butt they can staff by asking for everyone who attended the meeting to make an affidavit and copy of the minutes.
