Bloemfontein – Zanele Sefuba, Member of Executive Council for Department of Sport, Arts, Culture and Recreation has withdrawn delegated powers from Steve Tshabalala, Head of Department over the much hurried and forced Macufe.
Sefuba, withdrew the delegated powers on 1 August 2025 and according to her, it’s due to Tshabalala’s conduct in preparation of Macufe.
“I, Ntombizanele Sifuba, Member of the Executive Council for the Department of Sport, Arts, Culture and Recreation in the Free State Government, hereby withdraw with immediate effect, the delegations of the powers and duties vested in me and delegated to the Head of the Department of Sport, Arts, Culture and Recreation in the Free State Government, Mr. Tshabalala, in Regulations 25 and 26 of the Public Service Regulations, 2016, read with section 42A (7) of the Public Service Act, 1994, as amended. Section 42A (7) (c) states that any delegation of a power or authorisation to perform a duty in terms of this section may at any time be withdrawn by that person.”
On Friday, Tshabalala and Sefuba clashed during EXCO and according to insiders, Sefuba and Joyce “Pretenders” Mathae are hellbent on Macufe happening this year while Teboho “Sulky” Mokoena, MEC for COGTA and Human Settlement suggested the event be postponed due to unavailability of artists.
As things stand now, no artist has been booked as no service provider has been appointed for the R18 million project and the event starts on the 3 September 2025.
This is a developing story.

Greetings
Cant this project be put under administration and be headed by someone appointed from the national Monistry of Sports Arts and Culture and COGTA in the interest of the Nation’s and FS art lovers and the economy ?
Please let the national Ministry of Sports Art and Culture and COGTA take over this cultural and economic event in the interest of the FS people and the SA who always come in numbers to invest to the FS.
I Mokoena Kopano the Deputy President of South African arts and culture youth forum “SAACYF” acknowledge and welcome the decision that has been taken by the M.E.C of arts and culture in the free state.
We also wish that the M.E.C must also extend that decision to the Deputy Director Mr Kgoitsemang Pholo due to the fact that this man used to benefit out of MACUFE through Filim and Television program all over the years, apparently the man used to take advantage of MACUFE by using JIKA O SETJONGE PRODUCTION as a way he to benefit out of MACUFE and normally as the ORGANIZATION that represents young greative artist we used to complain about him to many previous M.E.Cs and they didn’t take any action against him.
For that matter we are happy and belive that this time there will be fairness in appointing those who must be beneficiaries of MACUFE this year.
We are also asking the M.E.C to investigate all the ART CULTURE CENTER MANANGERS because they used to hire companies of their friends during the DISTRICT FESTIVALS which are the building up programs before MACUFE can take place…..

Arrogant and incompetent Tshabalala must go.
Previous MEC got suspended because of him being friends with Dukwana. They were running the Department like their kitchen.
Now, tables have turned.
Thank you very much Mme for such a good decision.
