MEC withdraws delegated powers from HOD over MACUFE

Bloemfontein – Zanele Sefuba, Member of Executive Council for Department of Sport, Arts, Culture and Recreation has withdrawn delegated powers from Steve Tshabalala, Head of Department over the much hurried and forced Macufe.

Sefuba, withdrew the delegated powers on 1 August 2025 and according to her, it’s due to Tshabalala’s conduct in preparation of Macufe.

“I, Ntombizanele Sifuba, Member of the Executive Council for the Department of Sport, Arts, Culture and Recreation in the Free State Government, hereby withdraw with immediate effect, the delegations of the powers and duties vested in me and delegated to the Head of the Department of Sport, Arts, Culture and Recreation in the Free State Government, Mr. Tshabalala, in Regulations 25 and 26 of the Public Service Regulations, 2016, read with section 42A (7) of the Public Service Act, 1994, as amended. Section 42A (7) (c) states that any delegation of a power or authorisation to perform a duty in terms of this section may at any time be withdrawn by that person.”

On Friday, Tshabalala and Sefuba clashed during EXCO and according to insiders, Sefuba and Joyce “Pretenders” Mathae are hellbent on Macufe happening this year while Teboho “Sulky” Mokoena, MEC for COGTA and Human Settlement suggested the event be postponed due to unavailability of artists. 

As things stand now, no artist has been booked as no service provider has been appointed for the R18 million project and the event starts on the 3 September 2025.
