Bloemfontein – The Development Bank of South Africa (DBSA) was on the receiving end of the offensive charge by at least one contractor over appointments of none Free State contractors at Department of Educational.
This happened in a meeting organised by Makalo Mohale, former MEC attended by Development Bank of South Africa (DBSA) and contractors after series complains from local contractors.
Jomo Ntuli who attended the meeting blamed DBSA and even said billions leave the province via N1 in a video.
His claims are supported by Elsabe Rockman, former special advisor to Mxolisi Dukwana, erstwhile Premier.
According to a report in possession of this publication by Elsabe Rockman, Free State Education transferred R460 million to DBSA and among four consulting engineers, none is from Free State.
At worst, three of the four consulting engineers do not have an office nor a physical address in Free State.
“DBSA appoints the consulting engineers from its own database of service providers. It is a matter of concern that none of the 4 consulting engineers (SMEC SA, DBI, CIVPRO and Isenzeko) are Free State-based service providers.
In fact three of the consultants, namely DBI, CIVPRO and Isenzeko do not even have a registered physical office in the Free State.”
Rockman further said the claim by Mohale who organised the meeting with DBSA and contractors had no validity.
“There is no validity to the MEC Education’s claim that R900 million has been transferred and the Premier should have a conversation with the MEC in this regard.”
Rockman’s report also highlights IDT as implementing agents.
“The process to utilize other implementing agents, such as IDT, should be supported and fast-tracked to ensure implementation with effect 1 April 2024 if such implementation is not viable in the current financial year.”
IDT is the same implementating agency that Dr Maki “Mathlabs” Maboya met in KZN while attending a funeral.
IDT has offices in Bloemfontein as to why MEC met them in KZN using tax payers money is a mystery.
Howard Ndaba, spokesperson for Free State Education could not give exact amount transferred to DBSA and instead opted to hide behind “confidentiality”.
Could the amount transferred to DBSA be deflated to R460 million as Mohale claimed R900 million?
Why would he lie?

This leaves a bitter taste in the tongues of free state community members and society if indeed this accusations are true reflections of what has transpired with those funds.We have well established business men and women in the free state that are capable and able to give service to our province .

I am one of the Free State contractor who experiencing bankruptcy because of DBSA. Three to four months of non payment in their project and now I need to hand over a school CIVPRO PM is no where to be found… everytime when submitting invoices I need to beck DBSA Official to consider my claims…. I owe creditors, workers, fleet and can’t do progress on other site because my business account is on negative….. it’s really painful.
DBSA Group Executive Members are corrupt to the core. They are using taxpayers money to finance their private life. Secondly the consulting engineer used by them prefer companies owned by Zimbabwens nationals in our native country while we have more than enough qualifying contractors to deliver those projects in our provinces.
My proposal is that the National Government should intervene in this matter by conducting lifestyle audits in all the officials working for DBSA as well as their extended family members.
I have never seen such a corrupt bank in my entire life

This is sad, a lot of free state businesses are suffering. If this indeed is proven to be true, heads must roll.
It’s really sad to our qualified contractors in FREE state to go through such,and if it’s true that this 2 anc officials are involved that,honestly they’re greedy and heartless, as for DBSA failing to pay the people,same old story and Noone seems to care,
IDT have a full mouth tu say a out them 2018 they funded us through outside NGO s when we question it ,we were silence cause two of this ngos came from outside ,mzimkhulu andBolokanang I had tu go tu Durban for submission of attendance register for our people to get paid,and they did my bookings,yho our government
Our school hall has been stagnant for 5 good years,previous contractors who were replaced owes the school governing body a lot of money,water and electricity including rental of toilets and storage, we are now in serious trouble with municipality accounts as well as eskom, so sad.

By prioritizing local talent, addressing unemployment, and promoting accountability, we can work towards creating a more inclusive and equitable society for all South Africans.
I am a sub contractor in one of the schools in free state. The progress is very slow on site. The appointed contractor is a company from another province. We struggle to get payments from the DBSA and when the DBSA (after a long time) pays the main contractor, we struggle to get payments from the main contractor. This is honestly devastating
