Glen – The chairperson of Bid Adjudication Committee of the infamous R269 million tender, Tshepo Mabilo has been appointed to head Department of Agriculture and Rural Development.
This after the appointment of Nontokozo Ramabenyane ended yesterday, 1 December 2024.

Ramabenyane was appointed by Jabu Mbalula, acting Premier on the 18 November 2024 replacing Dr Takisi Masiteng who has been dumped at Premier’s Office known as Lindela.
Mabilo is starting today as the acting accounting officer and his previous acting was Chief Financial Officer (CFO) department at Community Safety, Roads and Transport.
He was the chairperson of the Bid Adjudicating Committee that oversaw the appointment New Beginning Project and he wrote a letter to director of legal services seeking a legal opinion of the very same tender.
In that leaked letter in possession of this publication, the director of legal service made it crystal clear New Beginning Project was not compliant but in the end, it was appointed.
What did Mabilo, in his capacity as chairperson the BAC submit in his final report and why did he seek a legal opinion?
Other than the R269 million tender, Mabilo is also implicated in the Public Service Commission (PSC) report, this time as headed interview panel at Treasury and according to PSC, he reconvened the panel after speaking to the former HOD, Masechaba Sesing.
He was also mentioned in the PPE scandal.
Both Ramabenyane and Mabilo are Chief Directors, although, Ramabenyane is responsible for Farmers Development at DARD while Mabilo is responsible for Assets and Liabilities at Treasury.
In terms of meritocracy, is Mabilo the highest qualified person at Treasury?
According to available data, Chief Director: Sustainable Resource Management – Pakiso Lebone is the most qualified person, he has:
- Grade 12,
Diploma: Cost National and Management Accounting (NQF 6), B Tech: Cost and Management
Accounting (NQF level 7),
Masters in Public Administration (NQF 9)
Mabilo on the other hand has:
- Grade 12,
B Econ (NQF 7),
B.com Honors NQF 8).

Good day. It is my wish that you investigate the appointments that took place in Human Settlements in August 2017 as well as in June 2018.
Long serving, hard working employees were overlooked for interview and appointment. A number of outside people, with no knowledge of housing processes were were appointed to lead the subsidy administration subdirectories. Complaints from workers were ignored by the department.
In August 2020 a new chief director was appointed during lock down due apparently to his connections with the then MEC Koloi. The same person was arrested for crimes committed in Kroobstad but was not taken to account for that at Human Settlements. The staff morale is very low and the gangs appointed since 2017 is getting g promotions when they don’t even know the job
