Bloemfontein – In an unusual and first for this publication, the Directorate for Priority Crime Investigation (DPCI) or Hawks in Free State have kept quiet on questions around the house registered under the company in which Provincial Treasurer of ANC, Mathabo Leeto is the director.
This follows a lengthy investigation by this publication after allegations that Leeto was meeting department with service providers of her department and had allegedly asked she be given a list of companies to be paid or payment run and knew the disbursement report of BAS.
According to ANC insiders Leeto was tasked to raise funds for the party.
“Comrade Mathabo was responsible to raise and collect funds for the party in her capacity as the provincial treasurer.
We don’t know if all the money collected and raised reached party coffers.”
A service provider who spoke on condition of anonymity said they were forced to contribute.
“Its unfortunate but we were forced to either pay for ANC things including cash contribution.”
Another insider from Lejweleputswa said everyone got shocked when the house was built.
“I pass here everyday to work and that house was built in a very short period of time.
I know the company that built it is from Heidedal in Bloemfontein.”
A week before elections STEPUPSANEWS team received intel about a house under construction in Jim Focher, Welkom, and upon arrival, a few people were hard at work.

Three weeks later, the team visited again, a brown Toyota Hilux was spotted with a lone person working.
Further investigation revealed that the house was registered under BEYOBOSS PTY LTD and an email address used is that of Leeto.
The DPCI in Free State has remained silent on whether this matter has been reported and/or under investigation.
We sent Warrant Office Fikiswa Matoti questions and made examples of a similar investigation by DPCI in Kwazulu Natal.
The Hawks in KwaZulu-Natal have launched an investigation into allegations that eThekwini municipal manager Musa Mbhele took bribes from a contractor to fund the renovations for his mansion.
We further asked Makoti if a person who is expected to report this does not do so would be charged again she did not respond.
Mondli Mvambi, spokesperson for the Department of Health said the department denies any wrongdoing.
“The Department denies any purported wrongdoing as alleged by Step Up News as to the best of our knowledge, the Department acts and is supposed to act with prudence in the best interest of the public that the Department serves.”
Last year, we asked Mvambi if the department would be transferring Phillip Radebe from Phekolong Regional Hospital to Senekal, Mvambi in his response said no, but hardly a month later, Radebe was transferred from Phekolong as purported by Step UP.
With regards to MEC asking for payment runs Mvambi said.
“The Executing authority in tandem with the Accounting Officer reserves a right to consult with any relevant official of the affected Department in dispensing service delivery as part of Oversight responsibilities to be responsive to various needs of the different constituencies that the Department serves.”
Jabu Mbalula, spokesperson for the ANC didn’t respond to our questions.
