Bloemfontein – If you watched the testimony of Mxolisi Dukwana, Free State Premier at the State Capture Commission where many say he was auditioning for the job and his maiden State of the Province Address (SOPA) earlier this year, you would have thought he was better than Ace Magashule, at least.
In both instances, Dukwana spoke emphatically about jobs for pals including those who did not meet minimum requirements under Magashule’s leadership yet his leadership is doing the opposite of what he promised, if not worse.
Step UP News has it on good authority of a Chief Director who is a qualified social worker and has been overlooked for the vacant Head of Department (HoD) position at Social Development.
According to the job advert applicants needed to have core qualification meaning a qualification in social services at NQF level 8.
According to sources in Premier’s office, the said official was shortlisted last year and this year she is overlooked.
Applications are handled by the office of the premier therefore the premier must explain why the Chief Director or Director who meets minimum requirements were omitted and why.
Social Development is very notorious as the sheriff of the court attached office furniture after the court ruled in favor of Dibuo Mabitle who was overlooked despite coming tops but the department appointed Dibolelo Mahlatsi who came second.
Mahlatsi who was appointed despite coming second is now the MEC for Public Works and Infrastructure.
This year after the provincial conference riddled with vote buying allegations, the social development appointed head of communications just five days after the closing date of the advert something unheard of.
The panel for HoD consisted of Ketso Makume, Limakatso Mahaso, and Tshidi Koloi.

It remains to be seen if the overlooked officials will take matter to Public Service Commission.
In other related news Dan Khothule is earmarked for the same job at Department of Sport, Arts, and Culture after the deployment committee alleged resolved he be appointed.
