Drama as PSC investigation into Treasury Head collapsed by Lawyers, again

Bloemfontein – The Public Service Commission‘s (PSC) investigation into the alleged misconduct of Masechaba Sesing, Head of Department (HoD) at Treasury collapsed again on Friday after lawyers representing the department met with the commission before officials’ appearance.

The commission had invited the officials to come and explain themselves as to why they failed to appear before it on the 13th of June 2023. On the 12th June 2023, Rampai Attorneys wrote the commission informing it that the officials will not be able to attend the scheduled meeting.

On Wednesday, a leaked internal memo instructed the 5 officials to not discuss any matter related to the investigation with anyone but Rampai Attorneys.

In the memo signed by the fingered Sesing, she further says “They would be adviced and guided by the aforementioned attorneys.”

STEP UP SA NEWS is reliably informed the above-mentioned meeting reported on Thursday did not happen as lawyers representing Treasury allegedly met with the commission and after the two failed to find each other, the lawyers informed the 5 officials to leave without interviews with PSC taking place.

The dispute between Treasury Head and PSC in the province is well known as Mxolisi Dukwana, Free State Premier, Gadija Brown, MEC for Treasury and Kopung Ralikontsane, Director General as Sesing copied them in a letter to Dr Somadoda Fikeni, PSC chairman on the 25 May 2023, in which she tells Fikeni, PSC it does not jurisdiction to investigate her.

In the same letter, dated 25 May 2023, Sesing says the PSC is not an organ of state and asks Fikeni to mediate before she resorts to courts of law.

Today, marks two months and a week since the letter sent on 25 May 2023, if Sesing feels so strong that PSC does not have jurisdiction why not approach the courts and interdict PSC and put this matter to rest?

Leaked minutes of the panel interviews of the position in dispute in possession of this publication show both Maria Moduka of Standard Bank and Lefoma Lebone of Free State Treasury scored 70% but the panel recommended Moduka based on “employment equity.”

If we are to believe this hogwash why shortlist two women and six men?

In other developments since SAICA in response to our inquiry said the anonymous complainant only sent a cover letter, we have sent the submission signed on the 13 December 2021 with Sesing signing it a month later, on the 13 January 2022 and another letter dated 24 December 2021 for ease of reference.
