Bloemfontein – Following leaked WhatsApp text in which the members of African National Congress in the Free State suggested how the party can stabilize the province, there are new developments.
In the suggested text below few issues were raised as a matter of urgency:
- All HODs are to be moved to the Premier’s office in the monitoring and Evaluation Unit,
- All CFO’s to be removed as their allegiance is with Ace and Mantobela,
- All SCM Directors are to be moved and placed in Treasury for Monitoring all Municipalities’ Performance,
- All Human Resources Chief Directors and Directors be removed,
- Urgent Skills Audit as some of these are without qualifications,
First to launch the attack is the MEC of Police, Roads, and Transport, Maquuen Letsoha but there are undesirable consequences as staff at the department allege the AGSA team left the department with an ostrich egg as the department failed to help auditors with paperwork due to suspensions of senior managers and just recently, deputy director of SCM has been moved and everyone from Parys is targeted as they are seen as Magashule people.
It will be interesting to see what the audit report will be as the department submits at the end of the month, all departments have to submit their audited financial statements.
With that said Step UP SA News has learned that there are moves to move or rotate at least three HoDs a move that was previously challenged in court by erstwhile Sipho Mtakati and push Kopung Ralikontsane, Director General of the Free State Provincial Government out as the new leadership of the ANC in the province blame him for the collapse of governance in the province.
According to sources in the PEC, Makhosini Msibi is earmarked for the job to replace Ralikontsane.
Concerning the vacant HoD positions at Police, Roads and Transport, Social Development and Sport, Arts, and Culture a senior government official in corporate affairs who spoke on condition of anonymity said the only reason for re-advertisement is if the interview reports indicate none of the candidates are fit and proper.
“Unfortunately, the new team can not fill the vacant positions with their people because interviews have been conducted already, also, the Premier can only do that if the interview reports indicate candidates to be unfit and improper.
Even if they re-advertise, who is likely to apply and meet the minimum requirements of at least being in government and senior level for at least 5 years? It is guys already in government and maybe one or two from the newly elected team.
It’s not going to be easy as they do not have the infrastructure.”
This view was shared by ANC branch member in Mangaung who said from municipalities to provincial government most of those were appointed by previous administration and the new leadership will need to establish their own but not without a pushback from labor unions.
In other news sources close to the newly elected leadership allege the Southern Sun faction is already collapsing due to infighting and allege fundraising into individual pockets.
Most of the team that emerged at Imvelo Lodge were unemployed, lost almost everything when they fell out of favour with the embattled former Premier, Ace Magashule and now see this as an opportunity to eat as 2024 is not guaranteed victory for the ruling party.
While they chase the money and purging staff, the opposition is working the ground to win by-elections in Mangaung.
