Judgment in the application of 13 employees who were irregularly appointed by former MEC in Eastern Cape has shifted the focus to Free State.
This follows a report by Public Service Commission in Eastern Cape that found that the 13 employees were irregularly appointed and the affected parties took the matter to cook and their application was dismissed.
In the Free State Province, the Public Service Commission found the Department of Education hired Zoleka Msibi irregularly as we previously reported, and recommended the batter be referred to labour court.
J J Wessels, an employee at the Department of Education complained to the PSC a month after we published the story and the report found indeed that the appointment was irregular.
This is according to a leaked PSC report signed by Free State Province Commissioner, Dr. Boshoff.
Dr. Boshoff gave the department deadlines and it has since lapsed.
Apart from Msibi, there are other employees in the same department that were in MEC Makgoe’s office but somehow moved to the department where they are now permanent while their positions were never advertised.
We also reported how the department hired a convicted criminal and the family of MEC’s wife.
Step UP SA News has previously reported of similar staff linked to the political officer of Mathabo Leeto, former Sport, Arts, Culture, and Recreation but they too were made permanent.
In the latest reveal it’s alleged the embattled Premier, Sefora Ntombela has appointed her staff permanently into the administration as follows:
- Tina Tau (former PA now Deputy Director Special programs)
- Maserati Skhosana (former MLO/PLO now Deputy Director Protocol, also is she related to Premier)
- Moses Ngakatau (former driver and Premier’s office manager now assistant director special program)
- Zine Mogorosi (former chief off staff now director special program) at 65
Ntombela is not new to dubious work-related matters, she once raised a salary scale of one of her bliss allies citing COGTA had hunted him which turned out to be not true PSC found.
Sello Pietersen, spokesperson said FSPG adheres to all labor laws
“The Free State Provincial Government adheres to all the labour laws in the republic, namely the Basic Conditions of Employment Act, the Labour Relations Act and the Employment Equity Act.
Therefore, all the relevant and legal processes were followed in employing all government employees, including those mentioned in your inquiry.”
While our questions were direct Pietersen and specific of which staff were irregularly appointed, Pietersen was very coy.
“It is important to indicate that we will not be in a position to respond to specific individual personal information of government employees, as this would be in contravention of the Protection of Personal Information Act, 2013.

Were their positions advertised?
It’s interesting to note the office that adheres to labor laws has two spokespersons and that’s in contravention of Ministerial hand book.
In the coming weeks we will zoom into qualifications of the above mentioned against their positions and, their levels, new levels and whether these positions are in the structure as per the presentation on the 23 January 2023.
