The African National Congress (ANC) factional battles in Mangaung Metro are at the center of Centlec SOC LTD.
Following the Interim Provincial Committee resolution of the meeting held on the 11 – 12 July 2022 at Kaizer Sebothelo House
“The board of Centlec must be dissolved and the municipality to resume the process of appointing suitably qualified members of the board with desire to improve the efficiency of Centlec”, reads the statement.
It has been two weeks since the IPC has communicated that resolution but to date, the non-existent, dysfunctional and inquorate board is still on the power utility’s website.
In May we reported how the exodus at the power unity crippled the already dysfunctional board as three board members resigned after Advocate Tebogo Manyi tendered his resignation following a letter by Kenosi Moroka, board chairman to Mxolisi Siyonzana, Mangaung Metropolitan Mayor begging for his intervention saying the board he is leading is dysfunctional.
Thabo Malgas, Company Secretary confirmed the ordinary board meetings have not sat in this financial year when we asked him last month.
“The ordinary board meetings have not sat this financial year but there have been special meetings that sat.”
Three more board members; Thandi Mazibuko, Yoliswa Skwintshi, and Themba Ngubeni resigned in quick succession leaving Moroka and Rele Tsiki.
Sources privy to the council say Siyonzana is planning to remove the Centlec item from today’s council meeting with the hope that the Democratic Alliance will put a motion to have Centlec brought to Mangaung Metro.
Siyonzana was spotted in the viral video chilling at Southern Sun Hotel when ANCYL member from Lejweleputswa confronted officials including the IPC Convenor, Mxolisi Dukwana.
With many in the ANC saying Siyonzana is not strong enough this view was also shared by the DA councilor in Mangaung in leaked audio of her meeting with Kenosi Moroka, Centlec board chair before she laughed.
In the same audio Moroka told Kganakga he will be resigning.
Even China Dodovu was not impressed with Siyonzana during their meeting of Portfolio Committee.
But the ANC is happy with their mayor, well half of the ANC in Mangaung, a faction that is.
What’s interesting is during the motion of vote of no confidence against Siyonzana the IPC Coordinator, Paseka Nompondo attended to ensure ANC members vote according to the party line and he also attended the passing of the budget after it had failed on the previous occasion.
A source said this is caused by factional battles between two factions Mayihlome and N8.
The ANC and factional names, instead of prioritizing services they either singing or coming up with this nonsensical names.
In other news, STEP UP SA News has it in good authority that Mxolisi Dukwana is challenging and appealing the Bloemfontein High Court judgment that ordered the IPC to disband Mangaung Interim Regional Committee and directed the IPC to have Provincial Conference.
He is doing exactly what Sam Mashinini did by appealing SCA judgment only for Paseka Nompondo to pee on that appeal.
We did report that Dukwana withdrew from the PWC virtual meeting on Sunday, 9 June 2022, when the members rejected his request to appeal the judgment.
So a person who got to be MEC after his party instructed those who wanted to appeal SCA judgment not to do so in order to work towards unity is doing the opposite?

ANC must just die finish and klaar.
It will be interesting to see if Nomondo can suspend Dukwana for this but will he have balls to do so? Your guess is as good as ours.
