While many wonder and struggle to understand what is it that the IPC in the Free State Province achieved to justify the extension by three months as per the letter written by Paul Mashatile, Treasurer General of the African National Congress dated 15th July 2022, the question that is not asked which we are going to answer is HOW the Free State IPC became stillbirth, dead feutus.
BACKGROUND
The Interim Provincial Committee of the Free State province was formed following the decision by the former president Kgalema Motlanthe after the Supreme Court of Appeal set aside the 2017 Provincial Conference and declared all its decisions unlawful. This was four years into the new administration of the conference that has been declared unlawful.
As common sense would dictate the next best thing would be the political solution that will incorporate the haves and have-nots.
The PEC was replaced by IPC and on paper, it was 50% of each faction though the beneficiaries of the unlawful conference wanted the status quo to remain the same while the hungry and marginalized wanted representation in administration which was fair hence the 6-point plan.
Truth be told those who formed part of the IPC were and are still unemployed.
This was an opportunity to balance the equation but only one person benefits in Mxolisi Dukwana, IPC Convenor with two Departments namely COGTA and Human Settlement.
After this, he was swallowed by table etiquette, “Never talk when you have food in your mouth”.
As the leader of the IPC, he should have insisted on the six-point plan and been at the forefront of its implementation instead of putting himself first by occupying two departments while his comrades remain jobless.
His inclusion worked for his distractors because:
As if that is not enough Lihelele Motsoeneng, the deputy coordinator, has a job in Pretoria meaning he is deputizing remotely.
With food in his mouth it was always going to be difficult for Dukwana to call out his boss, Sefora Ntombela, Free State Premier despite her failures which need not be repeated.
Just like Sihle Zikalala, Dukwana may not even make the PEC as we previously reported because even his supporters have turned their back against him.
In a nutshell;
-the NEC report showed a very nice picture that of 319 branches in Free State only 44 were in good standing,
-Municipalities are on a downward spiral with zero percent clean audit fifth year running,
-44 cases of corruption in municipalities,
-ANC losing control in Maluti-A-Phofung
-Mangaung
-8 government departments with acting HoDs
Its shocking how men and women played with power to advance unity and renewal when the NWC delivered lunch on a silverplatter and they remain unemployed and hungry because they are weak.
In politics you must have giant balls, something the IPC does not have.
