Bloemfontein — The Human Resources (HR) unit at the Free State Department of Health has been implicated in a series of irregular appointments, raising serious concerns about governance and accountability within the department.
This comes as an investigation into the appointment of Zongezile Adam Zumane, a convicted criminal who was appointed as Chief Executive Officer of Senorita Ntlabathi Hospital, is expected to be concluded on 31 March 2026.
As previously reported, an HR representative who served on the interview panel allegedly played a key role in facilitating the appointment.
Free State Director-General, Dr Solomon Phera, has acknowledged that the appointment has eroded public trust. He made these remarks during an interview with Lesedi FM’s Mantsheuwa Mofokeng.
Despite the seriousness of the matter, no officials have yet been held accountable.
MEC’s Office Appointments Under Scrutiny
STEPUPSANEWS can further confirm that HR was also involved in the appointment of Zukile March and Rosemary Pooe — both holding matric qualifications — into Level 11 and 12 positions, despite not meeting the stipulated requirements.

The emerging pattern points to possible systemic failures within the department’s recruitment and oversight processes.

With multiple investigations underway, pressure is mounting on leadership to act decisively and ensure accountability.
The situation has raised broader questions about compliance, transparency, and the integrity of hiring processes within the department.

Department Responds
Department of Health spokesperson Mondli Mvambi said the outcome of the investigation will guide the next steps.
“As per the instructions of the Premier, the official was reassigned from CEO responsibilities at Senorita Ntlabathi to Bophelo House. The Head of Department appointed a team to investigate the matter in full, and a report is expected by 31 March 2026 for consideration on the appropriate next steps.”
