Bethlehem – The Bethlehem Magistrate Court has granted Patrick Mothamaha, former Municipal Manager of Maluti-A-Phofung and Izak Letseng, Director of Lesedi Khanya Energy R10 000 bail relating to fraud.

According to Directorate for Priority Crime Investigation known as Hawks the municipality lost R1,9 million.

“In 2021, the company was awarded a tender worth R1,9 million to install transformers in the Maluti-A-Phofung.

However, the transformers were never delivered. It later emerged that Letseng had submitted a R1,9 million invoice which was authorised by Mothamaha. The municipality made the payment and thereby suffered a loss.

The matter was postponed to 22 January 2026.”

Mothamaha suffered a huge blow on the 25 October 2022 when Judge Opperman set aside his appointment as Municipal Manager and ordered he repay the municipality.

“The appointment of the second respondent as Municipal Manager by the first and fourth respondents and resultant contract in March 2020 and on a salary of R1 987 402.00 per annum, is declared to be unlawful and irregular and set aside.

The excess in the salary earned by the second respondent and pursuant to the contract in March 2020 and the salary authorised in the relevant Regulations, for the period ending March 2020 to date, are recoverable in full. The repayment by the second respondent to be made to the first respondent in full and within ninety (90) days of the date of this order.”

In a similar case of livestock worth R1.8 million procured and paid for by Department of Agriculture and Rural Development but no delivery, the Hawks said the investigation is at almost completion stage.

Officials implicated ran to Human Settlements.
