Bloemfontein – The Democratic Alliance (DA) in Free State has lambasted ANC’s cadre deployment after labour court dismissed an application by department Social Development.
The dismissal has now paved the way for Dibuo Maputle, to be promoted to Director: Youth Development retrospectively 1 November 2018 and fully paid with interest.
In 2019, the money due to Maputle was R880 000 and since this case has dragged for a good 7 years, the money she lost has over the years will have to be paid.
At the centre of the bargaining council’s report, it’s the African National Congress (ANC) as Commissioner, Anna Maria-Fourie explicitly said the appointment of Dibolelo Mance was influenced by her political background.
Mance didn’t qualify for the job but she was shortlisted and appointed, while many may say she didn’t appoint herself, but why did she apply for a position she knew she didn’t qualify for? Unless she knew she got it in the bag.
She is not the only one whose political affiliation got them the jobs, two others also benefited merely for being ANC members.
ISAAC NGOZO
Isaac Ngozo is Regional Secretary of ANC in Fezile Dabi and the incumbent Director: Youth Development.
He was appointed Director: NPO but six months later he was transferred to Youth Development.
It’s alleged Ngozo didn’t have the experience required, meaning he didn’t qualify to be shortlisted.
He was earning R68 000 per annum at Mafube Local Municipality as level 4 employee and jumped to R1 million at Social Development at level 13.

According to a copy of his degree, he went to Turflop but it’s not clear when.

THEMBILE NQABENI
In May 2023, after the chaotic provincial conference Social Development appointed Thembile Nqabeni as Head of Communications.
Prior to his appointment Nqabeni was head of POLEDU that has since died.
He was appointed 5 days after the closing date of applications.
According to sources he only submitted transcripts not qualifications as required but this was accepted.
An employee at Social Development reffered his appointment to Public Service Commission.
According to the PSC report issued earlier this year the qualification could not be found and disciplinary process underway.
The disciplinary process underway is against University employee behind Nqabeni’s transcripts.
Nqabeni is the most luckiest person on earth, despite his nonexistent qualifications, six months after his appointment as Deputy Director, the department appointed him to act in a position that does not exist just to push his salary up.

This year, a directive to amend his job was approved so he can keep his level 13 salary.
This was short lived when a former employee returned from Department of Agriculture and Rural Development but the department decided to assign him a new role just to play him extra.

It’s all about money.
In all this where is the PSC? We told you the current PSC is in bed with government.
PSC jumped up and down for Sesing and Masemene but know dead silent.
Dr Roy Jankelsohn, leader of Democratic Alliance in Free State blamed the ANC
“The cadre deployment policy has destroyed the integrity of our civil service and has become captured by ANC factions in the Free State. It has demoralised our administrations at provincial and municipal levels and disincentivises qualified civil servants from performing effectively.
People are placed in positions to benefit cronies creating a situation of lucrative insider positions with hard working qualified people outside. Cadre deployment is the greatest impediment to efficient service delivery.”
