Hawks zoom into electricity tender

Ficksburg – The Directorate for Priority Crime Investigations (DPCI) affectionately known as the Hawks have set their claws on electricity tender issued to Ole Power System.

The Vaal based company was appointed on the 1 October 2017, by Sugar Ramakane, former Municipal Manager at Setsoto Local Municipslity, is owned by Oupa Moumakwe and two foreign nationals: Doudu Asante, a Ghanaian and Guanwen Wu, a Chinese.

According to the Hawks’ self explanatory letter dated 25 April 2022, in our possession, they are requesting documents in relation to alleged fraud and corruption.

The contract was meant to be for 36 according to a copy in our possession but the 2017 contract is still running.

In 2021, the Auditor General of South Africa (AGSA) found non-compliance with legislation and flagged poor record keeping.

“The municipality did not implement proper record keeping in a timely manner to ensure that complete, relevant and accurate information is accessible and available to support financial and performance reporting.”

A year later, AGSA said.

“Through inspection of the documents provided by the municipality there no evidence that the contractor is monitored on a monthly basis and that there is a contract performances measures that are in place to ensure effective contract management.“

Fikiswa Matoti, Hawks spokesperson in Free Stat said the investigation is still on going.

“The Hawks can confirm the existence of this case. The investigation is still ongoing.”

In other news, a case linked to the late Andreies Tatane has been reopened. Tatane was murdered by the police.
