Is PSC in Free State impartial?

Bloemfontein – The Public Service Commission ( PSC) in Free State is accused of fighting political battles and partial.

This follows two articles in which PSC reports are used to target HODs who refused to toe the line and visits hospitals by the commission.

The visits followed visits by the Premier while ignoring matters in public domain.

Interestingly, the latest PSC reports are prioritised while old reports dating back to 2023 are overlooked.

In October 2023, PSC found the appointment of former head of legal at Department of Health to be unlawful and recommended the department to reverse it, when the report was issued the official involved was left with a year in office and nothing was done and PSC did nothing.

In November of the same year, PSC released another in which the late former MEC, Tate Makgoe and his officials were found wanting.

That report, is far more damning than any other report issued by PSC in its history and has financial implications.

  • it found former MEC, Tate Makgoe guilty,
  • recommended:
    a) disciplinary action against acting DDG: Bob Tladi, members of selection committee for incorrectly appointing Mrs Molloyi instead of BV More who was the top candidate,
    b) correction of irregular appointment of convicted criminal, Cecil Ngwenya,
    c) correction of irregular appointment of Jabu Khumalo who has matric only but was transferred to a position requiring tertiary education,

Department of Education spent over R500 000 just for legal advice by the same implicated persons.

Another report gathering dust is that of Treasury CFO.

Sources at PSC allege there are efforts to reverse judgments handed by previous provincial commissioners.

All eyes are now on the current head of PSC in Free State, Professor Brian Nakedi whose wife is a board member at FDC, appointed by Joyce “Pretenders” Mathae.

The same Mathae whose office transferred transferred Sello Martins to FDC unlawfully.

Will Prof Nakedi investigate the unlawful transfer of Sello Martins whose internal transfer was backdated to December when he was on sick leave?

Martins transfer letter to FDC was signed off by former acting CEO, Kgotso Tau and former acting Director General, Solomon Phera. Premier, FDC Board and MEC’s signatures are nowhere in that transfer.

Nakedi’s wife was appointed into the FDC board shortly after the husband became PSC boss, prior to that, Prof Nakedi served in the ANC’s health and social cluster subcommittee.
