Bloemfontein – The Directorate for Priority Crime Investigation (DPCI) affectionately known as the Hawks in Free State is currently investigation the authorisation that cost Department of Public Works and Infrastructure R27 million.
This follows high court judgment which ruled in favour of V/A Consulting after two officials committed the department without authorisation.
In the judgement, judge Daniso stated “an unlawful act can produce a valid legal consequences if not set aside” after Khaya Radebe and Freddy Tlokwe made undertakings on behalf of the department resulting in the R27 million pay out.
STEPUPSANEWS is reliable informed the Hawks visited offices of Public Works and Infrastructure and confiscated laptop and cellphone belonging to Radebe who is still in the employment of PWI.
Radebe was at the centre of the fight between Joyce “Pretenders” Mathae, Free State Premier and the duo, Dibolelo Mahlatsi, MEC for Public Works and Infrastructure and Mosa Masemene, suspended head of department.
The fall out which went public was caused by the reinstatement of Radebe in Supply Chain and withdrawal of charges by the duo.
In January 2025, State Attorney warned against withdrawal of charges and risks.
Sources close to investigations say work allocated to V/A Consulting fell outside scope of the contract and verification of work done by service provider could not be done due to lack of documentation.
Warrant Officer Fikiswa Matoti from Hawks didn’t respond to our questions.

We have a very big problem as Black South Africans. I’m Xhosa and can’t speak any other African language except English and little Afrikaans. People the truth of the matter is that our present’s motto of not guilty until proven as such, has open freeway for its officials to commit corruption without fear and hesitatkon. I will like to agree with you Kenneth but this goverment”s motto is failing us.

The problem lies with the judiciary because we will be told that there’s no enough evidence to prosecute, and if there’s no enough evidence why are the suspects in court, believe you me the same thing is going to happen with the asbestos and Pule Mabe’s case
It is not the political will to prosecute Eason and crimes. The judiciary depends on outstanding investigation to ensure justice is meted out. However, the brazen nature of the criminal activity, without any consequences is as a result of ANC policy and the monster is “cadre deployment.” They are deployed for a reason and reason enough why the judiciary is staffed with friendly and beholden judges. One thought though, and that is why implicated people in scandals, theft, plundering of resources sits on the Judicial committee that interview’s judges, yet Hlophe was taken off with the assistance of the very same judges. Just a thought.

One thing for sure is that unlike pre 1994, there were no chapter 9 institutions and as a result the erstwhile corutptees were not detected.
It’s a fallacy to assert that corruption is in genes of certain race group. Actually that’s a racist statement which deserves a retraction “uncle Sam”
In the 1980’s Nelson Mandela said: “The ANC government will stop apartheid corruption and use that money to uplift the poor”. Today the poor are poorer. Service delivery have stopped and everything is more expensive.
Nelson Mandela also said: “A corrupt ANC will be much worse than apartheid ever was”. I cannot comment to that but will leave you folks to judge and comment on that aspect. All I can say is that in 1995 I could buy a 6 pack of beers, a few bottles of gin and brandy, meat for a braai and it was less than R120. How are things today?
How are the roads in the country today? How is the education? How is public hospitals? How is the schools? Are the police in general still the police or a gangster force extorting your hard earned money? Who do you trust, private security or the police? The army could shoot it’s way into Luanda in 1990 if it wanted today, doubt they could shoot their way through the Cape Flats or Soweto today.
What I’m trying to say is we made incapable corrupt morally questionable individuals the guardians of our safety, health, education, finances, infrastructure and defence. Individuals who care more for their own pocket than for the actual people. What seems clear is that the ANC didn’t fight a liberation struggle, they fought a struggle to get their hands on they wallet of the country, to make their own fiefdoms and subjugate the population like a 10th century Kingdom. The motto of the ANC seems to be: Steal, Lie, Break, Plunder, Destroy. Can anyone prove this appearance wrong?
Crime pays, most of the criminal s get light sentences.

South Africa is falling apart from Government officials and so called investigators because they just don’t do justice in the area of their responsibilities….people are not held accountable yet we have Acts and policies guiding us to that effect.
