More challenges IPTN report amid disciplinary proceedings

Bloemfontein – The Free State High court will hear an application by Sello More, City Manager of Mangaung Metropolitan Municipality challenging the council’s resolution to implement the KPMG’s IPTN report released in November 2023.

KPMG found More, in his capacity as acting City Manager approved R11 million payment to Black Tops “without a contract”.

This one of 70 transactions flagged by KPMG.

The auditing firm recommended More be subjected to disciplinary proceedings.

In his papers seen by this publication, More is seeking a declaratory order setting aside parts of the report in as far as the “R11 million payment to Black Tops” is concerned.

Furthermore, More says KPMG made “errors in law”.

Mangaung Metro is the first responded while KPMG and Black Tops are second and third respondents.

STEPUPSANEWS is in possession of a submission prepared by Abednigo Lekale, submitted by Steve Rapodungoane, recommended by Sabata Mofokeng, ratified by Mr Mkaza and approved by Sello More.

The approval was for the extention by 45 days after LET Consulting requested the extensions.

KPMG also recommended criminal charges be laid against implicated individuals and the HAWKS confirmed the investigations albeit at an early stage.

“The Directorate for Priority Crime Investigation (Hawks) in the Free State can confirm the existence of an investigation into allegations of the matter relating to the Integrated Public Transport Network.

Investigations are at an early stage.”

Gregory Nthatisi, Executive Mayor of Mangaung Metro confirmed the investigations by the Hawks and pending disciplinary hearing as stipulated in the report, however he could not answer how much of tax payers went to KPMG and Ngwane Attorneys.
