Leribe – The legal showdown between Mosa Masemene, suspended Head of Department at Public Works & Infrastructure and Joyce “Pretenders” Mathae will bring to light the real reasons for the suspension.
Mathae placed Masemene on suspension last Thursday, 27 February 2025, as we previously reported.
Details of the alleged contraventions in the suspension letter and those in the media statement are vastly different.
According to sources close to Masemene, she will approach Free State High court to challenge her suspension.
“HOD will definitely seek judicial intervention like she did last year, these two charges are clumsy to say the least.
But even if she is charged, the gravity of the charges do not require suspension. How many PSC reports with same recommendations are gathering dust and not implemented?
This is aimed at embarrassing her and once again, she will come out on tops.”
According to Mathae, the secondment of M Tshehle was found to be irregular by Public Service Commission (PSC) and as such, PSC recommended disciplinary action be taken against Masemene.
Tshehle was seconded to Human Settlements from Social Development and allegedly stayed behind her tenure.
She remained an employee of Social Development and no one from Social Development has been suspended for their failure to recall her.
STEPUPSANEWS has learned at the time of Tshehle’s secondment, Masemene had her delegated powers withdrawn by Ketso Makume, former MEC Human Settlements.
In the media statement released yesterday, the suspension is based on the PSC report only while the suspension letter in possession of this publication paints a different picture.

In the latter, Mathae alleges interviews and media statements issued by Masemene in relation to the Khaya Radebe saga is another contravention although she does stipulate what law or act prohibits HODs to grant interviews and issuing media statements.
Head of Departments by law are Chief Information Officers, ordinarily they are directly involved when media statements are issued a accounting officers.
Last year, Masemene released a media statement to clear lies peddled about companies paid for work not done in Human Settlements and she was never suspended not charged.
Head of Departments give media interviews all the time, it’s part of their job.
With Masemene now suspended, MEC Dibolelo Mahlatsi is next but the target, will be Khaya Radebe, SCM Director who is likely to be moved to another directorate.
That will leave the kitty wide open and certain companies will be awarded lucrative tenders.
