Maseru – “Beware the ides of March”, William Shakespeare did not imagine his Julio Ceasor play will be so relevant in 2025, as The Department of Community Safety, Roads, and Transport (CSR&T) will be facing yet another legal battle over unfair dismissal.
STEPUPSANEWS is possession of a letter from a prominent lawyer detailing how the department will be taken to court for writ execution and contempt.
The writ execution will see Sherrif of the court, if granted attaching movable assets following failure by the department to implement a bargaining council order granted last year after the commissioner ruled in favor of the dismissed employee, while contempt, will see cited officials declared “delinquent” and jail term.
CST&T embarked on a purging campaign after the newly Provincial Conference that saw Mxolisi Dukwana, former Premier emerged as chairperson.
Senior employees were dismissed, suspended and transferred to units they knew nothing about, most of the targeted employees were listed in a WhatsApp text that leaked just after the conference.
The text was shared even before the EXCO changed but the content of the texts is exactly what happened as soon as Joyce “Pretenders” Mathae became MEC.

The below list is the current status of the employees mentioned in the text.
- Freddy Tokwe-Resigned
- Mohammed – Suspended for over 15 months
- Lerato Mofokeng- transferred from SCM to Asset Management Directorate
- Ubane – remained but already consulted for intended transfer
- HOD -Mosa – transferred from Human Settlement to Public Works and recently suspended
- Jafta Morobe- remained but already consulted for intended transfer
Norman Selai and Papi Masilo who were not included in the list have been dismissed.
In the Internal Questions Paper (IQP), Jabu “Edgars” Mbalula, MEC for CSR&T was asked if the department has appointed Advocate Mojalefa Molotsi from RMTC as the DDG, as reported by this publication, Mbalula said it’s “inaccurate”.
However, Advocate Mojalefa Molotsi, has been appointed as DDG as we reported two weeks before the closing date of the applications not after shortlisting or interviews, two weeks before the closing date the information was leaked.
