Deputy Director acting as Director, appointed to act as Chief Director

Bloemfontein – The Deputy Director at Department of Social Development who resigned when he was overlooked for a Director post and later rescinded his resignation only to be appointed acting Director in the same position he was overlooked for, was recently appointed as acting Chief Director.

Lebogang Saila who is acting as Director: NPO, the position he lost Isaac Ngozo after interviews was last week appointed to act as Chief Director: Community Development.

Saila resigned when Ngozo was appointed only to rescind his resignation.

Insiders say Saila may have been kicked out of the system and for two months the department could not pay him.

If true, his reinstatement may be “irregular”.

Ngozo while on probation, was transferred just six months after his appointment to Director: Youth Development, and Saila was appointed to act as Director: NPO

Ngozo was transferred to a post that is heading to Labor court in April after bargaining council ordered Social Development to appoint Dibuo Mabitle.

Instead of appointing Mabitle, Development took the bargaining council order on review only to fill with Ngozo.

Saila and Ngozo are not the only two hair raising matters, Thembile Nqabeni’s appointment just 5 days after the closing date also raised hair.

Nqabile, just like Ngozo are active ANC members and according to sources, Nqabile submitted grade 12 certificate and a transcript from University of Free State, and allegedly, didn’t complete his degree.

Hardly few months after his appointment, Nqabile while on probation was appointed to act as Director. A position allegedly not funded and if true, it’s against principles of acting.

Should it be true that Nqabile does not have a degree, he will be the second person to be outed since National Elections to claim to have qualifications while they don’t.

Apparently the department has allocated him a car full time.

All the appointments that are questionable at Social Development have finger prints of two people and they get away with it, but, everyday is for the thief, one day is for the owner.
