Parys – The MEC for Health in Free State, Viceroy Mahlatsi is allegedly failing dismally to deal with appeals as prescribed by PSCBC.
Mahlatsi who till 20 June 2024, was a Provincial Secretary for COSATU succeeded Mathabo Leeto at Department of Health.
With appeals pilling up due to dismissal verdicts after disciplinary hearings, Mahlatsi and any other Executive Authority by PSCBS regulations expected to finalize the appeal(s) within 30.
Resolution 1 of 2003 reads.
“Departments must finalize appeals within 30 days, failing which, in cases where an employee is on precautionary suspension, he/she duties resume work immediately and await the outcome of the appeal while on duty.”
Mahlatsi who has three options, and allegedly failing to act, might face being dragged to court and subsequently declared a delinquent.
Options available for Mahlatsi are:
a) Uphold the appeal
b) Reduce the sanction to any lesser sanction
b) Confirm the outcome
Mahlatsi ‘s office manager is also a unionist and it’s not clear if appeals are ignored on purpose or due to work load.
Mahlatsi’s inaction has undesirable consequences considering he is a Unionist, he should know Labour Law and compliance.
A source who spoke on condition of anonymity said he is collapsing discipline.
“Failure to deal with appeals collapses discipline in the facilities.”
Department of Health is getting worse under Mahlatsi, a patient fell from 3rd floor at Pelonomi Hospital and died, MCPP clinic which was open 24 hours a day, suddenly closes at night.

Mahlatsi and his junior colleagues this Area Manager of health facility has poor service rendering within the department, allegedly this A/M overuse his powers on workforces on the ground it was said that the Area manager sleep with colleagues to give them permanent posts more especially to COVID – 19 contractors thus that matter hasn’t been attended to.
Apparently the matter of closing clinic at night it is due to theft and robbery happening within FS clinics and hospitals but on my side I wouldn’t recommend the department to close the facilities because community got sick at anytime.
The department has to draft memo to the party incharge to request strictly security provider including armed response to look after nurses and clinics.
Closing clinics and hospitals at night collapses FS health care department this matter need to be attended attentively.

The armed security officers would now become targets.
