Bloemfontein – The Department of Community Safety, Roads and Transport in Free State is again in the spotlight over awarding of tenders.
This follows the appointment and termination of New Beginning Project six month into the job, and expose by Patrick Phuti, Chief Executive Officer of the company.
While Phuti’s allegations are yet to be tested, at least, based on information we have, his company should not have been appointed in the first place as it was not tax complaint at the time, that’s based on the legal opinion sought by department’s BAC chairperson in possession of this publication.
STEPUPSANEWS has more evidence of service providers the department appointeddespite failing to reach thresh-hold set by the tender document.
According to the published BID CSR&BID03/2023/2024, the department appointed 24 service providers in the Contract Development Learnership (CDP).
But three of the twenty-four appointed service providers did not reach the threshold on functionality as they scored less than 24 points.
According to Evaluation of Tender Offer, companies failing to score 24 points will be disqualified.
F3.11.1 The bids will be evaluated on mandatory requirements, functionality, whereby potential service providers are expected to score minimum of 24 points out of 40 for functionality.
Failure to score the required minimum score of 24 points, then the bidder will be disqualified.
The following three companies scored below the 24 points but they were awarded:
– THE GRIND INVESTMENTS (PTY) LTD scored 17 points
– BOIKOKOBETSO PTY LTD scored 22 points
– DELA CASA TRADING 701

If this is not enough, at least two OTHER service providers are related to staff at CSR&T SCM while another is alleged to have forged their CIBD DOCUMENT.
In other news Saki Mokoena, MEC for Human Settlements and COGTA will be attending the 12 World Urban Forum having left for Cairo via Dubai.
Mokoena will spent R10,500 a night in a hotel that charges R5,192 for double room with dinner included.
