Bloemfontein – The costs attached to 12th World Urban Forum scheduled to take place in Cairo, Egypt for Saki Mokoena, Member of Executive Council for Human Settlements and COGTA are raising eyebrows.

Mokoena, together with three others will embark on a trip on Sunday, 2 November 2024, from O R Tambo International Airport to Cairo via Dubai flying Emirates Airlines.

According to the quotation from Hambo Lwethu, a Midrand based travel agency, a return ticket per person will cost tax payers R95, 845.00 and all, business class.

Ground transport will be provided by EZ Shuttle LTD at R8100 per person per car for 6 days.

The distance between the hotel and exhibition centre where the forum will be held is 7.9 km.

For accommodation, each person will have a double room at Intercontinental Cairo Citystars, R10.500 per person, per night for bed and breakfast.

A mock booking at the same hotel for what is equivalent to double room is R5.192 with breakfast and dinner.

Scrutiny of the quotation, it was generated on the 14 October 2024, four days after Mosa Masemene, head of department at Human Settlements had signed the submission (10 October) and three days after Teboho Mokoena, MEC for Human Settlement had signed (11 October).

The quotation is addressed to Mokoena and department Agriculture and Rural Department.

According to sources with intimate knowledge, no Supply Chain Management processes were followed and Mokoena allegedly came with a quotation in hand.

With Dibolelo Mance, MEC for Public Works and Infrastructure already under investigation by the Hawks for similar for trips outside SCM processes, it will be interesting to see what happens when he returns from Cairo on the 11 November 2024.
