R269 million Road Tender scandal a tip of the iceberg

Bloemfontein – The scandal surrounding the tender awarded to New Beginning Project in 2023, and later to Tau Pele in 2024, confirmed have confirmed Community Safety, Roads and Transport is a hotspot for impunity.

This follows explosive revelations by Patrick Phuti, Chief Executive Officer of New Beginning Project whose company was awarded a tender for special maintenance of road 37/1 between Tweespruit and Excelsior for 44 kms.

The contract was terminated barely 6 months into the 24 months and later awarded to Tau Pele Construction on a 22 months durations.

According to a bid opening register BID NUMBER PR&T/BID04.2022/23 that closed on the 31 January 2023, in possession of this publication, New Beginning Project quoted R269 903 451.21 while Tau Pele quoted R245 million. The contract was awarded to New Beginning Project despite Tau Pele being cheaper by R24 903 452,21.

The register that consists of fifty-seven (57) companies threw their hats for the work and cheapest were Good Purpose Construction and Thulaumme Business Development with R52 974 417.97 and R175 348 018.66 respectively while Udah Construction was the most expensive with R975 573 290.58.

Following the termination of New Beginning Project, a new tender was advertised with bid number CSR&T/BID05/2024/2025, at least 27 companies made the cut according to the documents in our possession.

Tau Pele got the job and they quoted R214 million, another company that quoted R214 million is Hilary Incoline JV.

The work is still a 44 km although 22 months not 24 months, Tau Pele were R31 million less from what they quoted last.

The two cheapest quotes were from Invula Roads and Civils JV and Raubex Construction with R164 695 260.42 and R189million respectively.

The most expensive was Hlwella TIG JV with R397 million.
